If you were to use a syringe with a smaller diameter, you would need to apply less force to generate the same pressure. Force = Pressure / Surface Area of the piston head. If you halved the syringe diameter, you'd need 1/4 as much force to generate the same pressure.

Smaller syringe will generate same pressure with less force!
