Obviously the answer to expensive housing is deflation in the property market. The government borrowed 200 billion to make existing housing stock this expensive. Therefore to knock 200 billion euro off the national debt and make houses dirt cheap again, they will need to impose high monthly taxes on all existing properties but exempt new first time buyers from the tax. They could also instigate a comstruction boom by exempoting new builds as well.
