Lugias just like the powerful one from movie 2000 always want peace.
Ever since we never know what lugia is capable of when it comes to attack.

They never unleash their full potential when it comes to attack in battle. Lugia's always hold back to save people or other pokemons. So no one can get hurt.

In addition, we all know lugia is very tanky pokemon. It can defy almost all of the attacks because if its inate defense. Lugia only attacks when he has to but in a HOLD BACK way.

But I really wonder, what lugia is capable of if he gets mad and unleashed his true power in attack. Ever since, we can't measure lugia's attack because they never let it unleashed.

So those who felt that lugia is just legendary pokemon. We cant tell because lugias are peaceful pokemon.

I always believe that classification has nothing to do with power. So we never know what lugia can do if he let his power hurt other pokemon or people.
