Nice test. Great little lights. I started growing with white leds in 2011.
Light wont scale the leaves. Ive noticed basil doesnt like a lot of water.

The 30watt seems to have smaller and fewer leaves but started to flower first. I assume the one on the right had more than enough leaves for the light to produce its flower. The 15watt needs bigger leaves to absorb more light to produce its flower.
The aim for these plants are not to get big leaves but to flower and then seed.
I grow Tropical plants for the foliage. The higher the watt the smaller the leaves; usually. My experience.. maybe not the same for these kind.

Mmm... Holy basil. Growing some now. Those flowers and the leaves makes great tea and taste good blended into creamy dip recipes. Thanks for always making the best content, PS!

Great video, but the plant on the right is stressed. The light should be twice as far away to account for the increased power. Essentially, the larger lights give wider coverage, meaning you can put more plants under 1 light when the light is further away from the ground.

30w is much better the plants did not retire and they bloomed first the 15w plants stretched a lot
