If Italy needs migrant workers then i am sure if they apply for a work visa before they travel and have the required qualifications they will be granted a visa and welcomed in to Italy.
what you dont do is turn up uninvited and try and enter the country without the correct documentation

That's not true, we don't need them, those migrants are paid less than Italians and that's why EU wants them: lower the monthly salary of Europeans.
