Some time ago, on some video, i made a comment to the effect that we should imagine a world without money. Someone replied to it saying everyone would not work, and would starve to death. So solution for 0 tax city is to create city for every separate citizen, and he/she will have nuclear facility, some factory and one or two wind turbine. And just copy/paste it for every person around the map! :D
