The second Herbert Hoover thought it was a good idea to send the army after citizens of their own country, he could kiss his re election good bye. FDR is said to remarked to an aide, "This elects me".

It's it just me or could this have been easily avoided by making them transferable? Just let people sell them for what they can get. It's not like fantastic investment opportunities accounts say the time. A safe $500 in 13 years would sound like a great idea.
