Chemical sulfate attack is when sulfate salts dissolve in water and then enter concrete. For potassium and sodium sulfates, these salts dissolve in water and then react with parts of the concrete and create expansive products that cause cracking. With additional exposure these salts start to dissolve the CSH! This turns the concrete into mush! The video also discusses magnesium sulfate salts. These salts are very destructive and continuously eat away CSH. The video also discusses several methods to slow or even stop this deterioration of concrete.

My home had a cementitious, tanked basement. At about 10 years old the tanking material was expanding away from the wall and sections could be pulled off with ease. The cement in contact with the wall had a toothpaste like consistency. In a previous role, I was involved in a research project looking at ways to reduce chloride attack on rebars. That gave me a head start on diagnosing the problem; my suspicion fell on sulphate attack. However, I did not have access to facilities to prove that.

There are rumors that unscrupulous Chinese contractors would mix gypsum
CaSO4.H2O in concrete for dams to cheapen the mix. Does the Ca immobilize
the SO4 or is it as bad as it sounds?
