Tip for the resets: You don't actually have to set your date 1 day forward, the only thing you need to do is push your time back 1 minute! It works consistently better for me!

You can make this easier by doing a Level 2 Encounter Sandwich for the type of the Pokémon you want an outbreak for. Works every time for me

I think my game's broken. Over 200 resets for eeveelutions and it will ONLY spawn Vaporeon outbreaks. I'm losing my mind.

Thanks for this, tbh I didn't have a Shiny Charm or even Herba Mystica to use on the sandwiches, but I kept doing the date switching about six or seven times until a Sneasel hoard appeared on the mountain and finally got a shiny one!

Thanks for the infos, I'm gonna add something, you can open the map in game, use the 2nd larger zoom. Then do your time reset, by the way no need to change the day, just do like you would change the time and only click on OK, it will still reset even without changing the day (actually the console resets the seconds of the minute you're in). Go back to game, you already have the map opened and you can see new outbreaks. If you don't have what you want, you can do time reset instantly and it will work.
It's just basically saving time doing resets.

Just an fyi based on your commentary 4:09 you mentioned the Eevee that spawned next to the other 'mons. Mass Outbreaks spawn in a general area, but the pokemon in an outbreak will spawn naturally in that route as well. And they do not count towards your outbreak cap. It's best to auto-battle what spawns in the large group, and activate your picnic to clear all spawns and then exit and wait for them to pop back into your field of view.

As long as your autosaves are off, and you don't save for the new day you can soft reset the game and it will act the same and is way easier then resetting the the date.

fun fact, you don't even need to change the day to reset the outbreaks just hitting ok after a moment resets them as well

I've done over 400 date skips sitting in the middle of the olive fields that eevee can spawn in and have gotten one single outbreak so far, and I didn't even get a shiny because it was in Medali and my strongest pokemon right now is a level 20 quaxwell. I want to do a playthrough with exclusively shiny eeveelutions, but this is ridiculous.

moving your clocks time backwards by a minute also works and its better because you're still on the same day

My findings, I tried this method with the level 2 normal encounter tofu sandwich, I went from December 30- March 30 standing outside medali, no eevee breakouts, april 1 - Jun 30 at the elite 4 building, no eevee outbreaks, and July 1 - sept 30 at the location shown in this vid, no eevee outbreak, so either my luck is crap, the cinderace event is somehow messing with the method, or they have patched this whatever the reason method doesn't work as sure fire as all content creators are making it sound
