What is the difference between what is considered to be DaaS and connecting to a cloud-based virtual machine?

I have commonly heard the term 'Hybrid' used to mean partly hosted in the cloud and partly hosted on-prem. Here it is defined as partly a private cloud, partly a public cloud, is this how the Net+ uses the term? Could it be either?
