Without Pearl Harbor, many things could have happened, but it wouldn't have changed the Japanese Empire's goals to control most of the Pacific in their area. The Phillipines would have still fallen, perhaps Australia, and perhaps more of China and other Asian countries, even as far as India. In Europe, the Soviets would have eventually turned the tide due to their strength in numbers. Berlin would still have eventually fallen. Only the development of an atomic bomb and mass production of jet fighters could have won the war for Germany, and the USA would have fought Japan sooner or later.
