diy scrunch leggings without a sewing machine

you'll need leggings with crotch and back seam, needle and thread, scissors, 1/4 elastic (leave it long and cut after everything's sewn), 2 thumbtacks and something to pin the elastic to (I'd suggest wood, doesn't need to be mobile as your bringing the leggings to the elastic)
