0:40 it's because a level 50 players enough to tell when someone is blatantly cheating 100% (flyhacks, bhop, etc) which is the point of atlas. It's not really meant to combat closet cheaters.

Suggestion: Add a optional reasoning section where a player can justify their verdict for the staff member. That way the staff knows what to look for.
