Similar to the US. Presidential candidates are usually chosen by a select elite group (special interest, big bizness, etc). The average joe really have no say in this matter. Anyway, for over 150 years under British administration, HK was never given universal suffrage. All prior governors were chosen by London. HK citizens had no say in the matter.
