What if an application is sold, for example, to a client with 20 users, and then during the course of the service, the number of users is increased to a hundred because somebody asked the admin or the account manager to increase the number of users to a hundred?

And what if nobody informs the sales and billing department about that?

The bills are not corrected, and the client continues to pay for 20 licenses.

If you don't monitor accurate up-to-date numbers, If your reporting relies on the declared initial configuration, then you're already under-reporting to Microsoft and under-charging the client.

So it's a lose-lose situation.
