David should've tried to catch what was left of the antidote when the 1st Hulk, Del Frye, threw it to be smashed. If David had caught it before it was too late, he would've had to give it to that lady to hold onto for safekeeping and then he would have to turn into the Hulk again to defend himself and the lady from Frye's creature anyway until Jack McGee and the sheriff arrived during the conflict of 2 Hulks.

I don't care if your mark Ruffalo or Edward norton or even Eric bana you can not and i repeat not replicate this scene actually any of bill bixby scenes in the incredible hulk this one in particular no one can come close to bill Bixbys level of portraying David Banner no one will RIP Bill Bixby the best and only David Banner Ever.
