Yes...she died.she was chained and was starving. She died after 2 years.

Father pig buried Penny's body in his garden near a duckpond where mrs duck and her family lives.the ducks were too scared to see and whenever some member of pig family comes.the don't smile.except george pig.

It mean that a character is saying a message with its eyes or a sign for help. George did that multiple times.he first looks at father pig then mother pig then peppa and then to the audience.his eyes are telling us a sign for help...
