The phrase the people are saying is a phonetic pangram for English. It
contains every possible sound you can make in an English word.

The implication might be to make a voiceprint. By having a sample of these people's voices with every possible sound, you could concievably make a profile of how any word would sound if they said it. This could maybe be used to copy people's voices or identify them. Combined with the chaotic overlapping voices in the background, it seems like voice and sound, and face digitalization are key themes.
