People must stand up for themselves. All the "reasons" for bullying you mentioned are meaningless. You don't bully for reason. You bully because you want to.
Just learn to take stuff life trows at you. I been called names, beaten up, my belongings damaged, and can deal with it. Teachers, or people trying to help just make it worse, or switch bully target to person trying to help. Talking up against bullies is one of the worst things you can do, since it turns people against you, and gives bullies attention, and makes you seem like more vulnerable target, that is is good target for bullying. Police and teachers don to crap. In best case all they can do is intimidate people, and that does not solve anything. Counselors in my experience do absolutely nothing.

You just ignore it till they go away(in case of mental abuse), make their life's as miserable as they are making yours till they stop(in case of physical abuse), walk the fuck away from there(in case you can't stand up to the bully, because it's teacher, gang, person in position of power (police, military, private security your superior at work), or direct their attention on something that interest them more than bullying you(introduce them to a hobby, sport, or whatever.).

Also don't bring up controversial topics, or unpopular opinions around people that can't take it, and bully people for that. Seriously don't talk politics, religion, sexuality, or things generally not accepted.

As for cyber bullying, you can just ignore it. Block persons doing it. Just don't go on the site that has the bullies. Or just ignore the things people say on internet. I don't get why people get upset about someone writing shit on the internet. Being anonymous on internet works both ways. You can't bully someone who you don't know.
