In the pilot's defence, TFRs change frequently with little notice. It is not unusual for a small craft to be caught unaware. The pilot and jet were both spot on with their actions.

I used to instruct in the UK, A younger instructor, Ben, came up on the air, excitedly, and said "chaps, have you seen the HUGE aircraft carrier in Portsmouth? I'm looking down at it, and you can see all the planes.... he continued to wax lyrical about this thing for a few seconds. ATC replied "Would that be the USS Nimitz with the NOTAM'd 5 mile temporary exclusion zone around it to 10, 000 feet?

Ben: "Nope, must be another one!" We pulled his leg about that for the next 2 years!

As a former Air Force pilot I can tell you the one talking about the possible deviation and saying the phone number to contact was not the fighter pilot. That was a ground controller.

There’s no other way to respond if your pilot, and you’re flying in this type of situation. remaining polite and cooperative is the best way to go
