Apply some filament voltage, then apply some low voltage on anode an grid, limit current to +_100 ma to start with, increase the anode voltage slowly to about 30v while checking current limit, if the tube draw some current at least it shows it will function.

The test you show is not meaningless but a standard test to start with, to make sure we do not have short on anode and grid to filament which does happen sometimes, and checking the filament is also good practice before we start with any tube project.
