Seems like not that long ago we were energy independent and actually exporting oil. What happened? Why are we dependent on OPEC again?

"its not just China that is having to deal with the aftermath of Hurricane Ida"
China is nowhere near the atlantic ocean, which is where Ida was, China is next to the pacific.
How is China dealing with ANY aftermath?

Production is down 1.5 million b/d, let us hope inventory gets a bigger draw next week. Unless inventory drop below 400 million barrels, it is unlikely to see WTI crude prices climbs back to 75 dollars per barrel.

In September, 2018, US oil inventory excluding SPR is about 395 million barrels to 410 million barrels. Oil production is about 10.8 million b/d. Right now, oil production is 10 million b/d, and inventory is about 423 million barrels. WTI prices are 10 dollars lower comparing to 2018, adjusted into inflation.
