Bro forgot abt scientists, engineers, guards, catering costs, medical bills, dinosaur food bills, electricity bills, water bills, the years it would take to build the park with inflation the money to send expedition teams, money to start incubating the dinosaur, money to get goats for carnivores, money to build shelters, money to get that water into the mosasaur pen, money to advertise coming to the park, some form of medical care for the guests, decoration cost like benches ETC and most likely a way to make money without going bankrupt with building the park mid way

Technically this is a theory on building it as it was at the start of World. Irs clear that the park built a good portion of itself from the start but it did not have all the assets at the time as they sweaped the island of its remaining assets including Rexy. It was more then likely Rexy and the gyrosphere safari were highly likely the early cash cow for the park including merch, tickets, and hotel stays. According to Camp Cretaceous the wealthy also had private residence on the island as well. We also have to take in to account the massive amounts of money from advertisers who put brand names of attractions.

Overall the size of a good park shown in the movies it would cost considerably more upwards of 135 billion
