I'm an Ex window cleaner and window salesman. They're double hung windows. Most brands that manufacture them have the tilt option. That being said, be careful when doing this. DO NOT TWIST THE WINDOW SASH it could break the mechanisms. Also, I wouldn't let the window hang like they do. We used to lean them on our chest while we cleaned them.
Please note, some wooden ones do this too. I don't know if I would recommend doing it on them though they use a different mechanism.

Please note: If the window is old, older than 18 years, do NOT do this you could have dry rot or potentially failed mechanisms already.
