It's designed to reverse a recent Supreme Court decision. He also wants the Supreme Court justices to follow an enforceable code of ethics.

Absolutely absurd. The rulings of the judiciary should not be bound by anything but the text of the US constitution.

They need to be a check and balance to congress and the president.
