IMO the extra piece of plastic helps mainly when using a flipping/straight shank hook with barb bait keeper, the bard should rest on the thicker portion of plastic around of the head. It serves 2 purposes, 1 being to help the plastic from sliding down but found it also keeps the bait straight on the flipping hook
