Some families have more evolved structures than do others. The relationship between parents and children has an impact on how much the child's innate capabilities are expressed.

Black and brown families have more issues when it comes to family dynamics. Those problems have a negative affect on the performance of black and brown students which in turn has an effect on literacy and graduation rates, which in turn has an effect on employment opportunities.

Which then leads to underachievement.

Lowering educational standards.... this is discrimination based on skin is not helping all, it lowers standards for some and add extra requirements for others based on skin color so they can’t succeed.

States are not raising standards.

In 2017 Tennessee's plan was to raise the passing rate for English 2 courses for white students to 81% while the passing rate for black students was only 64%.

Alabama's goals for the 2013-14 school year were for 92% of white third-graders and 79% of black third-graders to pass math.

Minnesota's plan is to achieve 82% proficiency in 11th grade math for whites and 62% for blacks.

So no. Standards are not being raised for every student.

What about the Arts (Music, Art and Dance)? Are they included with students having the best education? Also, money doesn't always go to where it's needed most. Parents are also a factor in education. Less parent involvement creates less interest.

If you exclude black and hispanic student scores America becomes competitive again.

The most recent PISA results, from 2015, placed the U.S. an unimpressive 38th out of 71 countries in math and 24th in science.

When US racial and ethnic groups are separately compared with other countries, Asian and white students regularly perform at or near the top of international rankings, while
black and Hispanic students typically rank at or near the bottom.
