I had the same problem. Remove all components and clear any dust. Make sure you plug in everything right and turn on. If it doesn't boot, change RAM and then try again - it will work most of the time. If it still doesn't work, you may have to change each component CPU, PSU and try to boot. Another important aspect, remove the CMOS battery and wait for 10 mins. Insert again and try to boot again.

to those that are still facing this problem i fixed was a bent pin on the cpu caused by tightening the fan too much...look for a slightly bent pin...u should rily look trust me mine was slightly bent and gently push it back in line formal to the other i first cleared my cmos before switching it on....remove the battery and mount it backwards for a minute, remove everything on the board and only leave the JFP1 cables(remove everything else)....power it on a few times and reinstall the battery in the correct way and power it on a few times....when you done install the cpu, a single RAM, plug in ATX PWR1 and CPU PWR1( I ddnt install the cpu fans because it was just a 2 seconds test to just check if the lights will continue looping and also to avoid me putting too much pressure on the cpu pins) ....if it doesnt loop back and forth and flashes on the vga LED it means it install the fans not too tight plug in the VGA cable and switch the power on and give it 5 to 10 this works for you guys as well

Use only 1 ram stick, that fixed the issue. I'm still not able to post with 2 ram sticks
