I remember the brown bit not the black bit, but people probably got confused with Pichu who has black and yellow and an all black tail

It always feels weird to me when people talk about this, because it never happened to me. I've always seen Pikachu's tail as yellow with brown at the base. The only time it's had black on its tail was the cosplay variant in ORAS.

Tbf on the Pikachu one for me, I couldn't afford stuff when I was young. So, at most, I got bootleg stuff most of the time. That includes Pokemon-themed stuff with the incorrectly colored Pikachu tail. Also, Pichu exists. If you're not really that much knowledgeable in Pokemon stuff, you might just think and call it a Pikachu too, since that's the recognizably iconic thing about Pokemon, then your memory about it gets muddled over time.
