Yes he should throw it more, but not overall.

It should be an ace pitch or unexpected scenario pitch.

He shouldn't throw it every other at bat because it will be recognized easily.

If he used it for runners in scoring position or a great batter it would become arguably the best cutter we could ever see, but he has to use it sparingly.

If you only throw it 10% of the time, it can’t be the best pitch. Kenley throws his cutter a ridiculous percent of the time and is still very effective
