To get 24 on the calculator you press the sin-1 button then (0.3998) which = 23.56, round to 1.d.p = 24.

How did he get to 24?
He's viewing the result as 'degrees, minutes, seconds'
On my calculator, (HiPER Calculator for android), I press the 'more' button in the top right of the screen to view 'calculation details', this shows the result in various forms such as: Decimal value, scientific format, engineering format, Division with remainders' and at the bottom, 'Degrees, minutes and seconds'.
