My guitar teacher taught out of Pumping Nylon as well, and I seem to distinctly remember a goofy picture of Mr. Scott in the back. Either way if I remember correctly, this was called the "Static Load" exercise and 8 years later I still do it! We always did it excruciatingly slow though, and it definitely helps for strength as well.

As soon as I stopped thinking about these as specific fingers and sort of having my fingers going in opposite diections chromatically this became easier. It kind of feels like playing ping pong on the guitar.
