Doesn't work for me. Loads the view, but then overlays it with gray and says "Connection timed out." in the lower right. Cannot interact with the design pane at all. Same if I "Open in browser".

Like others in the comments, I don't have the design and split buttons. There appears to be no way of opening the designer at all.
