0:49 I agree with Klaus, Hayley or anyone else for that matter could just take Klaus to the C.I.A and make him human again especially in the case of this episode but the writers just don't want to permanently change the status quo.
In fact in the episode "A nice night for a drive" where Klaus was put into Stan's car and then at the end of the episode he was offered different animal bodies but Stan just put him back into a fish body.
