Web Controlled RC Car #1

hi, just wanted to know if there was a good off the shelf internet controlled vehicle that can be customised with a swivel view FPV camera that can also be controlled over the net (ie left, right, up down zoom views) . In the perfect situation I'd also like to have a twitch style interface so the controller can control and others can watch. Other features include some sort of automated battery awareness so the vehicle calculates how much battery power it has left and automatically returns to the charging point to recharge. Would there also be away to ensure the vehicle can only be controlled within specific boundaries, so the controller of the vehicle is prohibited from crossing over lines in the ground. I'm thinking about a 1:10 scale car. If this is something you could do, please give me a reasonable quote
