I saw Peter at Saint Andrew's Hall in Detroit back in the 80's when his 1st solo album came out. He opened for David & David, of "Welcome to the Boomtown" fame. Still one of the better one-man shows I've ever seen!

Is this in the key of F or is the guitar tuned up? Trying to learn how to play this. I Think Dylan wrote this in D. Can anybody help me with this? - Great song!

Just guessing sounds like the guitar is tuned a whole step lower. I have the same guitar I keep it tuned down a whole step too, easier to play and hold in tune.
