How on earth was the 45% tax reduction a distraction? Also, it cost only £2bn. The big issue was the open-ended guarantee to limit energy prices, potentially costing well over £100 bn over 2 years, and unfunded, as it is being financed by borrowing. Kwarteng caved in to pressure, that's all, a man with no backbone.
