Here are some additional information for those who are curious about how in-place upgrade is able to preserve user data and installed apps.

During the in-place upgrade, Windows Setup first moves the following folders from the root of the system drive into a folder named Windows.old:
• Windows
• Program Files
• Program Files (x86)
• ProgramData
• Users

Then, Setup creates a new set of Windows 10 system folders from the compressed Windows image. Registry values, program data and third-party hardware drivers are extracted from the Windows.old folder and added to the the fresh Windows 10 installation. Next, Setup moves program files and user folders from Windows.old to the corresponding locations in the new Windows 10 installation unchanged.
