The Apt. 2C one is a reference to the movie Scarface...there is a scene where Tony and one of his goons attend a drug deal and they get ambushed...the goon ends up being tortured and killed while he's handcuffed with his arms above his head while Tony is forced to watch. They plan to do the same to him, the chainsaw they're using malfunctions and Manny comes to the rescue. Tony chases the guy down and kills him in front of several witnesses in broad daylight.

There's a mission early in the game called "Guardian Angels" that Colonel Cortez gives you where you have to protect Diaz in an Alleyway from an ambush. If you kill Diaz the mission fails. Don't retry the missing, instead press cancel to continue. Now you can get into Diaz's car, A silver Admiral. It's bullet & damage proof so indestructible. Enjoy

You don't have to fail Guardian Angel to get the bulletproof Admiral just pass the mission turn left out othe alleyway and the car should be waiting for you on Ocean View Road .
