Getting an erro in wlmadmin " The system cannot retrieve the servers, there is no response to the broadcast", tried reinstalling sentinel and re added the environment variable as well but still the same error

Hi. I followed the steps exactly and started installing Aspen. But in the preinstallation section, it gives an error when trying to install SQLSysClrTypes. It says this package cannot be installed. I opened my permissions and also installed it manually but it didn't work. please help me.
