The thing about the italy one is that most of those houses are in serious needs of renovation which will cost more then 30k and it has to be done in around 3 years.

You need to elaborate the deal with getting 30, 000 Euros for the town in Italy. If you buy one of the One Euro (or very cheap) houses they'll give you a credit of 30, 000 Euros to renovate the house and live in the town.

I doubt they'd take black people though, so nah.

Imma remain in my five bedroom, six bathroom, king sized living room, fully air conditioned, glass furniture, house in Africa. Our neighbors are quiet (sometimes loud when they party), rich and mostly mind their business and that's just how we like them.

Sure rent is a million a year but I like it here. Others might not.

I would pick the first one. It is the smartest bet. It is a bunch of older people with money and they need younger people around to fix stuff. You could easily make a good name in that small town for yourself.

30k to move there is pretty good. But issues are language, plus you are not a citizen. So you would be on a work visa and have to do things to keep staying there which isn't that big of a deal.
