Poor Torrio was considered just for being one of the bosses pre-Commission even though he was instrumental behind removing Luciano's enemies and had no issue with the new way of doing things. Siegel being a dick here.

Lucky mentioned Dutch Schultz. They could’ve had him be the “villain” of the first season of a spinoff. He was the first test of the Commission because he wanted to kill a District Attorney. Lucky and the Commission said no because that would bring the government down on everyone. Dutch wanted to do it anyway so he had to go
