How strong he is comes down to when he was introduced. He would have advanced conqueror’s haki if it existed when he was introduced. Alongside everything else going for him, that would put him on the level of the admirals and emperors.

If most of the movie Villians in One Piece were Canon, the series would be even more different. Especially since I learned Shiki the Golden Lion was supposed to be the main antagonist of an arc & Nami's past that we don't know about before she was found by Nojiko & Bellemere was supposed to be revealed which really sucks. Why do the movies exist?

Honestly, they did him dirty. When he first showed up, he was absolutely bodying the worst generation. He was brushing aside Kid and Luffy's attacks like they were nothing. But then he gets in his big ass robot/ship for the rest of the movie, and we don't really get to see him actually fight as much.
