The line "I always come back" is not a callback to Lillard's role in Scream. That is what William Afton continues to say in the games. If you play the games you'll notice his taglines are basically "It's Me" and "I will come back/I always come back". And he does continue to come back, as that's how the story goes. The knife wipe however, is a callback.
