Sirius never got a funeral primarily bcoz at the time of his death, he was still a Wanted Criminal / Mass-Murderer. It was only after Fudge's acceptance about Voldemort's return, was Sirius finally declared innocent and absolved of all the Charges. In addition, his Body was never found and he had no-living blood relatives who would organize his Funeral.

I've only ever been to one myself, I don't even know what is done irl if the body can't be present for some reason. I assume some sort of goodbye occasion is still held for the people close to the deceased. But Sirius was still publicly considered a war criminal, so I don't suppose it would be done.
It reminds me of a bit from 19th century book from my country I read. It mentions a grave of a criminal that was sentenced to death. Apparently he was buried and someone even brought flowers, but they put no cross, since he was publicly considered a sinner. I wonder if something similar in wizarding culture would've been done if there'd been a body.
