Remember, in monster we were seeing through the perspective of the mc (which is Tenma) most of the time, which made Johan unpredictable, scary and powerful, but in death note, we were already seeing through the perspective of the main antagonist, Light (kira), due to that, we knew every plan, moves and decisions of Light, Now we may think Light is dumber than johan, but remember if we saw through the perspective of others, we wouldn't be able to tell who is the killer unless the narrator tells us so. Johan always roams in the open giving himself away all the time, and Lunge is definitely not smarter than L or Light, in the end Johan may prove to be a major threat to light, but light would outsmart him and kill him by writing his name in his note. Whereas L, he would definitely win, cause unlike Tenma, L has no emotions whatsoever which would make him hesitant to kill Johan.
