Amazing how I spent 20 minutes trying to figure it out myself thinking I'm not that dumb but it just took 2 minutes to google it..
Btw, for me at 0:29 I need to hold Alt not Shift ( in case somebody else found this strange )

There is a button Maintain aspect ratio just between Width & Height in the above toolbar if you click that chained icon you no need to click shift while dragging. If you want to try while holding try to see the chained icon it will be clicked and release the shift it will not be clicked.
