i just picked one of these with no power at all, no led light, popped off case and caps look fine but i do not have an esr meter. any suggestions? i tried to contact you via email and social media. my names matt

That 47uH inductor would have 30 Ohm impedance at 100kHz. The other cap would not affect your ESR reading.
