I'm months late, but hear me out, it was stated that haki was stronger than a devil fruit, but devil fruit AND haki was stronger than just haki. Riger was the pirate king, but that doesn't mean he's the strongest, whitebeard got the title worlds strongest man, by the gorosei themselves. Yes roger was sick when they fought, but oda himself said that his illness DID NOT interfere their fight. With those, safe to say that whitebeard wins.
