I can honestly say, Goku truly Mastering the Silver Haired State would be the Ginal Step he needs
The only way I can see him surpassing it is with Kaio-Ken amplifying it but that's it
The reason I can see Goku combinikg Kaio-Ken with PUI is because PUI, aka the Silver Hair in the Manga, is similar to SSB in the Anime, calm Form with Perfect Ki Control, unlike SSB in the Anime, PUI doesn't even have a Aura, so it would be even better

Every single time I think of PUI goku I have a feeling that would be his new base form if he fully mastered that form ascending into true godhood .Unlike the gods of destruction that are connected with gods of creation (supreme Kai), goku will be separate just like the top 5.
As for his angel form that would be just any transformation as far as it goes when he is rapidly mastering that form would be interesting In my opinion but anything goes as I love these beyond DBS stories created by unrealentgaming keep up with the work.
